Is OEE the same as sellable shift output?

No. OEE is a normalized effectiveness measure. Sellable output also depends on scheduled time, SKU plan, batch supply, planned cleaning and the selected measurement boundary.

Should the filler nameplate speed be the ideal rate?

Only when the agreed reference product, package and line boundary support that basis. Use one documented ideal rate rather than changing the denominator to improve the result.

Do changeovers count against OEE?

The site must define the planned-time rule consistently. Keep changeover duration visible even when it is reported separately, because SKU and format strategy affect usable output.
